Special Presidential Envoy for Hostage Affairs SPEHA

ESEnviado Presidencial Especial para Asuntos de Rehenes

After several Americans were killed by terrorist kidnappers in Syria in 2014, families complained that the government's response was confused and uncaring. A review led to Presidential Policy Directive 30, issued June 24, 2015, which created the Special Presidential Envoy for Hostage Affairs at the State Department, a Hostage Recovery Fusion Cell at the FBI, and a family engagement coordinator. The Robert Levinson Hostage Recovery and Hostage-Taking Accountability Act, signed in December 2020 and named for a former FBI agent who disappeared in Iran, wrote the envoy into law with ambassador rank and Senate confirmation.

The envoy leads diplomatic efforts to free Americans held by terrorist groups and those the Secretary of State determines are wrongfully detained by foreign governments, often as bargaining chips. The office works with families, the FBI, the intelligence community, and the National Security Council, and it negotiates releases that sometimes involve prisoner swaps, such as the multi-country exchange with Russia on August 1, 2024. A 2022 executive order allowed sanctions and visa bans against those who take Americans hostage.

Prisoner swaps and other deals have freed dozens of Americans but are controversial. Supporters say bringing citizens home is a basic duty of government, while critics say trades and payments reward hostage-taking and encourage more. In 2025 the President's first nominee for the post was withdrawn and given a parallel role as special envoy for hostage response, which does not need Senate confirmation, while a new nominee awaited confirmation in 2026.
